It all depends on how you define 'hardcore', does it not? This is my version of 'hardcore', and this is actually how I play the game:
1. Mandatory 2 hour delay between logging on with main and alt, or between 2 different accounts owned by the same person
2. No abbreviated text ('lol', 'wtf' etc)
3. 100% IC chat and actions at all times
4. No implants, ever
5. No jump clones, ever
6. No metagaming
7. No teamspeak/ventrillo/EVE voice
Now that is the kind of hardcore game that I would like to see! I think that if CCP enforced a game model like that for everybody I would have more fun but there may be about 10 people playing at peak time, if that. CCP would not last long in the game market! So I would never be so arrogant and selfish as to suggest that anyone else follow this model, but this is how I play because this is the way that the game works best for me.
My point is, if you want to play a game a certain way, don't tell others what to do or whine to the makers - lead by example. There is nothing stopping you from having the 'hardcore' experience that you desire, without wrecking the game for others in the process. I suggest to the OP, in relation to his original points, if he really wants to put his money where his mouth is, that he should:
1. only insure his t1 frigs and cruisers (and not even them if his sec status is low).
2. not run +4 level missions in high-sec space.
3. donate x amount of ISK every time he buys a clone to make up the shortfall between current clone prices and Castor levels.
4. never go into 0.0 space belts to shoot belt pirates with anything as good as a Raven.
5. stay in low-sec as much as you can. And if you see someone getting suicide-ganked in high-sec, carry some remote-repairers so you can help them yourself.
(And by the way when people say "EVE is a PVP game" they're not just talking about combat, they're talking about trading, mining, research etc as well. Because players 'compete' in these areas as well. It is often a far more tooth-and-nail area of "PVP" than combat is, the skullduggery is generally more underhanded and creative. Believe it or not. So this whole "carebears vs pvpers" argument people have had 298 times a day since EVE creation is a total joke. But back to the topic...)
So there you go. Follow those five suggestions and the OP will be in his 'hardcore' heaven. And the rest of us can still play the game exactly as we want to. It is a win-win, no?
